Even Irahl's attempts to dress as a civilian still make him look like trouble. Nobody with a coat like that--even without the addition of ragged gloves and scarf obscuring part of his face--could give off an air of being easy-going and safe to be around, especially in a bright desert city like this. The antisocial avoidance radiating off of him isn't helping either. Maybe he'd at least attempt to appear less foreboding if he hadn't been tipsy.
