There's hardly a pause before he goes slinking forward, off the edge of the desk, sidling into Robin's lap.

He at least seems something close to genuinely happy about it. He's not just trying to cause trouble. There's a pleased hum, he's eager to get close and comfortable, and doesn't immediately do anything horrible once he's there. It's almost like he likes being there with him.
